SWGoH New Character Proposal: Naboo Faction (Padme Amidala)

*The following is a long and detailed post about 6 “Galactic Republic/Naboo” faction character proposals. Also note that I mention C-3PO and the Gungan factions in this who will be posted shortly.

PADME AMIDALA

Padmé Amidala has been long awaited by Jedi Knight Anakin (don’t make him wait another 10 years!) and many of the players to be included into the game. I’d dare even say she’s just as overdue as Lightsaber Luke Skywalker himself. After all, the Skywalker family is what this saga is about and it would be great to get the wife of Darth Vader and mother of Luke and Leia to be added to the game.

To give a bit of background about Padmé, the following description is from Starwars.com/databank/padmé-amidala

“Padmé Amidala was a courageous, hopeful leader, serving as Queen and then Senator of Naboo – and was also handy with a blaster. Despite her ideals and all she did for the cause of peace, her secret, forbidden marriage to Jedi Anakin Skywalker would prove to have dire consequences for the galaxy.”

First of all, as you’ll see she has Galactic Republic and “Naboo” allies from the The Phantom Menace that give her synergy, but I don’t think that she should be named “Queen Padmé Amidala” from that movie because she was a Senator as well throughout the prequels. So give her a mix of traits from Episodes 1 and 2 (She didn’t do much in 3 – though giving birth is tough!) along with her Naboo friends and take “Queen” out of her name… She shouldn’t be 14 years old in this game.

Padmé Amidala

Light Side, Galactic Republic, Naboo, Support

Power: 8600  Health 16,000  Speed 158  Max Damage 3900

Basic: For Naboo

Deal physical damage to target enemy. If Padmé Amidala has any positive status effect, she gains 40% Turn Meter. If she has no debuffs, she gains 40% Turn Meter. In addition, this attack deals double damage to Separatist enemies and a 70% chance to inflict Speed Down for 2 turns on Droid enemies.

Special: Senator’s Surprise

Cooldown – 4

Deal special damage to target enemy and call ally Jedi Knight Anakin to assist. In addition, remove 25% Turn Meter from all enemies. If C-3PO is present, he gains 100% Turn Meter. There is a 50% chance for all Galactic Republic allies to gain Critical Chance Up for 2 turns.

Unique: Royal Influence

Whenever Padmé Amidala attacks, she has a 50% chance to grant all Galactic Republic allies 15% Turn Meter and Critical Hit Damage for 2 turns, as well as a 50% chance for her to gain Stealth for 2 turns. In addition, whenever Padmé Amidala defeats an enemy, all Naboo allies add 1 turn duration to each positive status effect currently on them.

Unique: Love and Sand (Alternate name: A Broken Heart)

At the beginning of each encounter, if ally Jedi Knight Anakin is present, he gains Offense Up for 3 turns and ally Padmé Amidala gains Evasion Up for 3 turns and Foresight for 1 turn.

In addition, when Padmé Amidala is defeated, Jedi Knight Anakin gains Speed Up, Tenacity Up, and Retribution for the rest of the encounter.

However, when Jedi Knight Anakin is defeated, on Padmé Amidala’s next turn, she loses 99% of her current Health and Jedi Knight Anakin is revived with 50% Health and 50% Turn Meter.

Leader: Political Rights

At the start of their turn, Galactic Republic allies have a 25% chance to gain one of the following based on their condition:

Full Protection and Health: Gain 15% Turn Meter after attacking.

Full Health but not full Protection: Recover 5% Protection.

No full Health or Protection: Recover 10% Max Health

 

If a Galactic Republic ally wasn’t affected by the first part of this ability, then that ally has a 50% chance to randomly inflict 1 of the following debuffs on the target enemy for 2 turns after using a Basic attack: Ability Block, Healing Immunity, Buff Immunity, Defense Down, Offense Down, Tenacity Down, or Speed Down.

Move Set Explanation:

Basic: For Naboo

The blaster should have the distinct “Waw” or “Bwa” sound on Padmé’s Basic and Special whenever she shoots (Same with Sabé as you’ll see later). I love that sound. I won’t go into the Ability Level Bonus on her basic seeing as it’s pretty simple. Notice how she only ever fought Separatists and Droids (although, she occasionally fought Bounty Hunter/Scoundrels, but rarely) so being strong against them makes sense. The Turn Meter manipulation is nice too, especially since she starts the round with Evasion Up and possibly Foresight if Anakin is present giving her about 2-3 moves in a row usually depending on how she is Speed moded. This is good against Baze and Shoretrooper enemy teams.

 

Special: Senator’s Surprise

Since this has a lot going on here, I’ll break it down.

The original text upon unlocking her reads: “Deal special damage to target enemy with a 50% chance to call ally Jedi Knight Anakin to assist. In addition, remove 10% Turn Meter from all enemies. If C-3PO is present, he gains 45% Turn Meter. There is a 35% chance for all Galactic Republic allies to gain Critical Chance Up for 2 turns.”

Ability Level Bonus

2 +15% Critical Chance Up

3 +15% Turn Meter Gain

4 +25% Assist Chance

5 Cooldown – 1

6 +15% Turn Meter Removal

7 +15% Turn Meter Gain

8 (Omega) +25% Turn Meter Gain and +25% Assist Chance

Padmé was known to bring morale to her Naboo troops and Gungans and lead them on to victory on Naboo during the Invasion and also had morale with Clones and Jedi during the Clone Wars TV series. It makes sense for her to be the lead for the following Naboo/Galactic Republic characters seeing as she had many tricks up her sleeve. Anakin saved her on many accounts too so him assisting seems suiting. TM manipulation is always nice as we see she tricked many people with her ideas in combat and/or politics. The Turn Meter gain is for only C-3PO.

 

Unique: Royal Influence

This is very similar to Leia’s Unique (like Mother like Daughter), but unlike Leia’s, it only grants the TM gain and Crit Chance Up to Galactic Republic allies – not the entire team of random nobodies. No need for Ability Level Bonus on this move as it’s pretty simple.

However I almost wonder if that last part should be a Zeta or an Omega where it reads: “In addition, whenever Padmé Amidala defeats an enemy, all Naboo allies add 1 turn duration to each positive status effect currently on them.” That can really help the Taunters keep Taunt and those with Heal Over Time, Tenacity Up, Retribution, etc. keep it for more turns based on how you time Padmé’s attack. The tricky part is just killing an enemy each turn with her. What do ya’ll think? Compare this to Captain Panaka’s Unique: “Royal Bodyguard” in a bit to consider if it would be OP or not.

I personally love this ability. It gives the duo what they deserve and need in this game. Anakin literally did ANYTHING for Padmé and she would do the same for him based on true love. She was the main reason for his power and motivation (Offense Up) and he was her bodyguard on Naboo and Varykino, watched her back in the Battle of Geonosis, protected her constantly during the Clone Wars, and didn’t tell anyone about their secret marriage (Evasion Up/Foresight). When Anakin/Darth Vader found out Padmé was dead, he was furious (Speed Up, Tenacity Up, and Retribution).

There is also a YouTube video called “Film Theory: Padme’s Murder SOLVED!! – Star Wars Episode 3 [Dash Star]” that talks about the theory based on the article by RetroZAP! titled “Padmé didn’t die of a broken heart” by Joseph Tavano. This article says that Padmé, in a way, supported Anakin/Vader to live during the procedure of his surgeries by “losing the will to live” and thus giving up her own life due to her love for him as well as Darth Sidious influencing the midichlorians of Padmé to save Anakin and how both of Anakin’s and Padmé’s heartbeats stop at the same time before Vader is “born.” So it makes sense that Anakin revives upon Padmé’s life going down and weakening herself … if the devs decide to get into that.

-However, a cooler idea would be if Anakin is defeated before Padmé, then he revives but as the player’s current version of Darth Vader in their inventory. If Darth Vader was already on your team in battle, then he just comes back as Jedi Knight Anakin with 50% Health/TM. Thoughts on that? Devs will never go through with it though, haha.

To prove it’s not too OP, the weaknesses to this ability are Shock and Buff Immunity on Anakin and Damage Over Time on Padmé if she goes down to 1% Health (or less), so this can be very detrimental. For those of you calling it OP, it wouldn’t be. Not if you’re smart about it. Also, Wedge and Biggs have random stupid synergy so why not the galaxy’s strongest lovers!? What’s wrong with them being the new meta for a while!? (Even if they are really that good together. I don’t think it will be meta-changing).

On the plus side, if Anakin dies before her and is revived, he still gets those buffs if Padmé dies before him as long as he doesn’t have Shock or BI. If Anakin is healed then it’s back to business. Also keep in mind that if Padmé revived Anakin and he is defeated again before she is and it’s her turn then he will revive again. Also note that losing 99% Health will never kill herself. She will always remain at a minimum of 1% Health from that ability. She could still have protection though which could be helpful.

 

Leader: Political Rights

The original text reads: “At the start of their turn, Galactic Republic allies have a 12% chance to gain one of the following based on their condition:

Full Protection and Health: Gain 8% Turn Meter.

Full Health but not full Protection: Recover 2.5% Protection.

No full Health or Protection: Recover 5% Max Health

 

If a Galactic Republic ally wasn’t affected by the first part of this ability, then that ally has a 25% chance to inflict one of the following debuffs on the target enemy for 1 turn instead after using a Basic attack: Ability Block, Healing Immunity, Buff Immunity, Defense Down, Offense Down, Tenacity Down, or Speed Down.”

I know there is a lot of text for her Leader Ability, but it shouldn’t be too complicated for me to need to explain the Ability Level Bonus. It has some variance of Cassian’s Special in there as well as Turn Meter, Protection, or Health gains depending on what’s going on. Pretty simple IMO. It gives Padmé a well deserved Leader Ability to bring the Naboo, Galactic Republic, and Gungan Factions together with small defensive and small offensive strategies.

IMPORTANT: Well based on R2D2, the “Galactic Republic” tag is here. As you’ll see in this article, I have both Galactic Republic and Naboo tags. What are your thoughts on adding a “Naboo” tag? I think there should be a distinct Naboo tag so that they don’t have synergy with Clones. Naboo really only worked together with Gungans and Jedi. Is this something the devs should consider, or just include as Galactic Republic altogether? We don’t want too many factions introduced all at once, do we? (I personally don’t mind if ALL the missing characters and factions came into the game tomorrow!) Keep in mind that when you see Naboo it is if the devs go along with the tag, if not then just replace it with “Galactic Republic.”

CAPTAIN PANAKA

Just some quick info about Panaka from Wookieepedia to prove his status:

“Quarsh Panaka served the Royal House of Naboo as the Royal Bodyguard for Queen Padmé Amidala during the Trade Federation’s Invasion of Naboo up until the final years of the Galactic Republic. He was referred to as “the quickest eyes on Naboo” due to his detail-oriented approach and dedication to the queen’s safety. When the Trade Federation invaded Naboo in 32 BBY, Panaka fled the planet, accompanying Queen Padmé Amidala to Tatooine and then Coruscant before ultimately returning to Naboo in order to liberate their home world.

As the head of the Royal Naboo Security Forces, Panaka oversaw the Palace Guard, Security Guard (Troopers), and the Naboo Royal Space Fighter Corps. He was also a member of the Republic Special Task Force, in which he gained experience fighting as a space pilot.”

The following is from the same website containing information about the aforementioned “Royal Naboo Security Forces.”

“The Royal Naboo Security Forces, while mostly composed of volunteers, were trained in hand-to-hand combat, marksmanship, as well as responding to attacks such as assassination attempts against the Naboo monarch. However, the Security Forces were a policing organization, and not trained as a standing army. The Royal Naboo Security Forces included three divisions: the Palace Guard, the Security Guard, and the Naboo Royal Space Fighter Corps.”

Captain (Quarsh) Panaka

Light Side, Galactic Republic, Naboo, Tank

Power: 9485  Health 27,500  Speed 119  Max Damage 2930

Basic: Quick Eyes

Deal physical damage to target enemy and remove a random debuff on a Naboo ally and inflict it for 2 turns on the target enemy.

Special: Ambush

Cooldown – 3

Deal physical damage to target enemy and inflict Stagger for 2 turns, then call a random Naboo ally to assist. If Padmé Amidala has Stealth, she is also called to assist dealing 20% less damage.

Special: Regroup On Me

Cooldown – 5

Captain Panaka dispels all debuffs on himself and gains Taunt for 3 turns. This effect cannot be dispelled. Panaka gains 1 Heal Over Time for 2 turns for each negative status effect on all Naboo allies. In addition, Panaka gains Defense Up for 2 turns if he has no Protection or Critical Hit Immunity for 2 turns if he does.

Unique: Royal Bodyguard

Captain Panaka regains all positive status effects for their original duration each time another Naboo ally suffers a debuff. In addition, whenever ally Padmé Amidala suffers a Critical Hit, she gains 1 Heal Over Time for 2 turns. If she goes below 50% Max Health, Captain Panaka grants Taunt to a random Galactic Republic ally who isn’t taunting for 1 turn.

Move Set Explanation:

Special: Regroup On Me

I know this has a lot of Taunting going on, especially based on his Unique if Padmé goes below 50% Max Health. I love the idea of Panaka having high health (like Finn or Royal Guard) so that he can take the blows and save his Queen. As you’ll see, other Naboo characters Taunt to protect Padmé Amidala too – as that should be their first priority. She should be the last one to be defeated on a Galactic Republic/Naboo squad which means in most cases in this game, she will be. I think it would make sense and be lots of fun on both ends of the battlefield to try and snipe her or defend her.

 

Unique: Royal Bodyguard

This makes sense for him to regain his buff duration if another Naboo ally suffers a debuff. If that’s too OP, then I suggest “each time another Naboo ally gains Taunt or is defeated.” Panaka will likely be the first to die in the Naboo/Galactic Republic teams, kind of like Royal Guard or Shoretrooper, because it was his duty to protect the Queen at all costs so him taunting seems fitting. Keep in mind too that he shouldn’t grant Taunt to Padmé if every Naboo ally is Taunting.

NABOO ROYAL PALACE GUARD

The following is from Wookieepedia: “The Royal Palace Guard was one of three divisions of the Royal Naboo Security Forces led by Captain Panaka. Its members protected the Monarch of Naboo and the grounds of the Theed Royal Palace. They would also serve as bodyguards for certain public officials such as Padmé Amidala when she served as the Senator of Naboo in the Republic Senate.”

Power: 9100  Health 26,200  Speed 128  Max Damage 3500

Basic: Royal Shot

Deal physical damage to target enemy with a 65% chance to inflict Buff Immunity for 1 turn. In addition, if the target enemy has more than 50% Health, remove a random positive status effect.

Special: Royal Duties

Cooldown – 3

Dispel all negative status effects from each Galactic Republic ally. Each ally gains 4.5% Turn Meter for each effect dispelled this way. If a Naboo ally has a positive status effect, they gain Tenacity Up for 2 turns.

Unique: Line of Defense

Naboo Royal Palace Guard Taunts for 2 turns whenever another Naboo ally gains Taunt. In addition, all current Taunting allies gain Evasion Up for 2 turns whenever Naboo Royal Palace Guard Taunts. If Naboo Royal Palace Guard suffers a Critical Hit while Taunting, he gains Critical Hit Immunity for 2 turns.

So as we can see there is a lot of Taunting going on between Captain Panaka and Naboo Royal Palace Guard. If Sabé is in, then she Taunts too as you’ll see. Gotta protect the Queen.

NABOO ROYAL SECURITY TROOPER

The following is from Wookieepedia: “The Security Guard, also referred to as the Security Troopers, was one of three divisions of the Royal Naboo Security Forces led by Captain Panaka. Composed of mostly volunteers, they served as police officers of the planet Naboo.”

Naboo Royal Security Trooper

Light Side, Galactic Republic, Naboo, Support

Power: 8400  Health 15,000  Speed 143  Max Damage 4600

Basic: Blaster Assault

Deal physical damage to target enemy and call another random “Naboo Royal” ally to assist dealing 20% less damage. If at least one Critical Hit is scored, both allies gain Speed Up for 2 turns.

Special: Obey All Orders

Cooldown – 4

All Galactic Republic, Naboo, Gungan, and Jedi allies gain 40% Turn Meter. This effect ignores allies affected by Daze and Shock.

Unique: Man Down!

Naboo Royal Security Trooper gains 12% Turn Meter each time a Naboo ally is Critically Hit. This effect ignores Daze and Shock.

Move Set Explanation:

Basic: Blaster Assault

Keep in mind he can ONLY call either Naboo Royal Palace Guard or Naboo Royal Fighter Pilot to assist.

 

Special: Obey All Orders

This would mean that someone with the Naboo tag would get 80% Turn Meter, since they are both Galactic Republic and Naboo.

Ric Olié (NABOO ROYAL FIGHTER PILOT)

The following is from Wookieepedia: “The Naboo Royal Space Fighter Corps was one of three divisions of the Royal Naboo Security Forces led by Captain Panaka. The Space Fighter Corps was responsible for protecting the space and atmosphere around the planet of Naboo. Ric Olié, a veteran of the Space Fighter Corps, was the leader of “Bravo Flight” and also served as the pilot for the Naboo Monarch’s Royal Starship. During the Battle of Naboo, the Space Fighter Corps took on the Trade Federation, ultimately defeating them with the help of Anakin Skywalker.”

Furthermore is a bit redundant, but gives clarity…

“Ric Olié was a human male starship pilot who served in the Royal Naboo Security Forces. He was the commander of the Naboo Royal Space Fighter Corps, and the leader of Bravo Flight. Olié’s talents also landed him the job of the Queen’s personal pilot, often flying the Naboo Royal Starship in the service of Padmé Amidala. Due to Naboo’s pacifistic nature, Olié’s skills were rarely in use, although he saw military action during the Invasion of Naboo.”

Basic: Captain’s Aim

Deal physical damage to target enemy with a 80% chance to Expose them for 2 turns. Ric Olie gains Offense Up for 3 turns if Expose is resisted.

Special: Air Assault

Cooldown – 4

Deal physical damage to all enemies with a 60% chance to inflict Expose for 2 turns. Ric Olie gains 20% Turn Meter for each enemy to resist Expose.

Unique: Bravo Leader

Ric Olie gains Defense Up for 2 turns when scoring a Critical Hit and Evasion Up for 2 turns when Critically Hit. In addition, Galactic Republic allies have a 70% chance to gain Foresight for 1 turn each time they attack an Exposed enemy.

SABE

The following is from Wookieepedia: “Sabé was loyal to Queen Amidala, serving as both her bodyguard and decoy in crisis situations. As a member of Amidala’s royal retinue of handmaidens, Sabé was handpicked to aid the Queen of Naboo. Like all Naboo handmaidens, she learned self-defense and was also trained to remain vigilant against all threats to her monarch.”

Sabé

Light Side, Galactic Republic, Naboo, Support

Power: 8100  Health 19,000  Speed 127  Max Damage 5800

Basic: No Confidence

Deal physical damage to target enemy with a 60% chance to remove all positive status effects on them and grant those effects to a random Galactic Republic ally for 1 turn dealing 15% bonus damage for each effect gained.

Special: Distraction

Cooldown – 3

Deal special damage to target enemy and call ally Padmé Amidala to assist. If she does, Sabé gains Retribution for 2 turns with a 30% chance each to grant Taunting allies Retribution for the same duration.

Unique: Intercepted Assassination

As long as Sabé is alive, if ally Padmé Amidala is defeated, there is a 10% chance for each status effect on all Galactic Republic allies that she is revived with 60% Health and 40% Protection. In addition, Sabé starts each match in a random piece of Royal Attire.

Unique: Queen’s Decoy

Sabé Taunts for 2 turns whenever ally Padmé Amidala loses a positive status effect. When Sabé has less than 50% Protection, she gains Tenacity Up for 2 turns. If Sabé has less than 75% Health, she gains Critical Hit Immunity for 2 turns. In addition, Sabé gains Heal Over Time for 2 turns when she receives a debuff.

Basic: No Confidence

The original text upon unlocking her reads: “Deal physical damage to target enemy with a 35% chance to remove all positive status effects on them and grant those effects (excluding Taunt) to a random Galactic Republic ally for 1 turn dealing 5% bonus damage for each effect gained.”

Ability Level Bonus

Think of what she did to Finis Valorum. She took away his “Status” as Supreme Chancellor and gained a sympathy vote for her own guy (ally) running. Keep in mind this doesn’t grant Taunt to another random ally, but it will dispel it from the enemy.

 

Special: Distraction

Remember in The Phantom Menace when she runs down the hallway towards Viceroy Nute Gunray and says “Viceroy, your occupation here has ended.” Well this is similar to that scene since she distracted him which made him send droids after her giving Padmé time to give Captain Panaka and herself blasters to finish off the few remaining droid guards and take Gunray and his partner hostage. I know in this scene it was Padmé who did the COUNTER attack, but it was all thanks to Sabé setting it up. Since Padmé is in Stealth so much in my variation, I think just Sabé gaining Retribution, with a chance to grant that to each Taunting ally, would suffice instead of Padmé.

 

Unique: Intercepted Assassination

The original text reads: “As long as Sabé is alive, if ally Padmé Amidala is defeated, there is a 5% chance for each status effect on all Galactic Republic allies that she is revived with 30% Health and 10% Protection.”

8 (Omega) Sabé starts each match in a random piece of Royal Attire.

Remember in the beginning of Episode 2 when Sabé exits the Naboo Royal Ship and it blows up (thanks to Zam Wessell). Well Sabé was the one who was killed and that was the point of her job – to protect her Queen. That is why it would make sense to have her revive Padmé because, as cheesy as this may sound, “she never really died.”

Also, it would be cool to have Sabé change outfits in between sequences of the Galactic War or even just on random battles. I would say no more than 5-7 (a new one unlocks for each Star level?) of the iconic dresses as seen in The Phantom Menace would suffice. I think this would make a lot of people rush to the Omega just to see her costumes and get something new and exciting in this game. With that said, it would make sense to only release her with one costume. Maybe the first dress she is unlocked in and seen in the inventory is the Red one we see her in at the beginning of TPM.

 

Unique: Queen’s Decoy

Panaka has the highest Health of the Galactic Republic/Naboo characters followed by Naboo Royal Palace Guard and then Sabé since she has many strong attacks as well. This is the 3rd character who Taunts in this team thus making Padmé really difficult to get to if you run a full Galactic Republic/Naboo team.
